When Agile isn't working, the framework usually isn't the problem an incomplete implementation is. Most teams that say "Agile doesn't work for us" didn't actually adopt Agile. They adopted the ceremonies: the standup, the sprint, the retro board, maybe a Scrum master title. What they skipped were the mechanics that make those ceremonies mean anything.
